Is This Another Legal Battle Mr. Casanova? #1MNewsNetwork

Different questions are popping out why the Bases Conversion Development Authority (BCDA) President Arnel Paciano Casanova and John Hay Management Corporation (JHMC) President Jamie Eloise Agbayani did not attend to Baguio City Mayor Mauricio Domogan’s meeting.

The Baguio City government leaders are really willing to reclaim Camp John Hay as a mandate to its residents? How about the 19 conditions set by the city, recognized by BCDA in an agreement, could not be set aside?

At present, the legal squabbling of BCDA and CJHDevCo are nearing its conclusion because of President Arnel Casanova’s dirty tactics against its counterpart. Even the third parties are subdued with his coercive propaganda to finalize this long legal battle. While the BCDA’s planning for expansion of its management of the camp, Mayor Domogan asserted its stand for the good of Baguio City government and its residents.

Mayor Domogan invitation with the BCDA President Arnel Casanova and JHMC President Agbayani are faltered because of their schedules. Likewise, observers are claiming that the BCDA won’t back-down with the Mayor for their initial agreement called the “19 conditions.”

In fact, the BCDA President conform these conditions even before the bidding. It’s likewise the Baguio City government was expecting this to happen for the good of its people. The conditions set forth for the agreement that it will be the core of its partnership.

Mayor Mauricio Domogan has to pursue the meeting to them once and for all, to clarify the issues concerning Camp John Hay particularly on the 19 conditionalities. At all cost, he must create and plan for the meeting to have successful result. This meeting is very vital and it must be pursued with no qualms at all.


This delaying tactics of the BCDA and JHMC are truly showing while they form for another battle like that in CJHDevCo. We already knew the personality of Arnel Casanova, that he will form a strategy in washing his hands. He has the character of a lion willing to eat its prey.

Likewise, the businessmen inside the camp are knowledgeable why this legal battle persists. It’s with the new management to correct its mistakes and take positive action in dealing with its incorporators and sub-lessees.

Therefore, Mayor Domogan has the edge in claiming what’s best for Baguio City, while dealing with the BCDA of Camp John Hay. It’s a matter of time and contracts that the Baguio City government could reclaim the agreement.
