BCDA President Arnel Casanova, Are You Really Sincere? #1MNews

I really can’t believe when I read the open letter and of course, questions popping up in my mind. But, how could you Mr Casanova?

An open letter of Bases Conservation and Development Authority (BCDA) addressed to Honorable Mauricio G. Domogan and the city government of Baguio, refer to this link: An Open Letter to Honorable Mauricio G. Domogan And The City Government Of Baguio that BCDA President Arnel Paciano Casanova and John Hay Management Corporation deliberately told the public about their honest intention to help the government of Baguio and its neighboring areas.

Likewise, enumerating his moment of achievements because BCDA has the power and authority to make Camp John Hay enormous revenue—generated schemes intended to the local government of Baguio and its residents. How honest are you Mr. Arnel Casanova in opening up your allegations that your actions were true and not only eluding the essence of being a true partner in molding the future of Camp John Hay?

The messages you projected before and now were the same that you forgot CJHDevCo stand for the development and management of this beautiful place? They wanted to develop this place with nothing to be doubted about by the city government of Baguio and its residents?

Camp John Hay Development Corp. (CJHDevCo) leaders wanted developments and progress in Camp John Hay in Baguio but are not realized because of BCDA’s actions preventing them to develop further which hinders the construction of some structures. And now, Arnel Casanova of BCDA wrote an open letter so that the public will believe that CJHDevco and BCDA were partnered in developing Baguio when in fact it's more like just making life difficult for CJHDevCo?

You know Mr. Casanova, if you’re gentleman enough to follow some of the agreements with CJHDevCo:

1) Remit the entire share of the City from what BCDA collected from the lease rental of John Hay.

2) After a period of 18 years, from 1996 when the lease agreement was signed, because of what is happening now, like the pending cases in court and the Philippine Dispute Resolution Center, Inc., the development is delayed and not yet reached 30% of the supposed entire development.

3) There’s an information received alleged that BCDA amended its lease contract with the Ayala Company and extended the term for 75 years without notifying the City Government which is a clear violation of Condition #16 which states that, “The BCDA shall effect the transfer of ownership of the land and its built-up and improved structures within the Zone from the BCDA to the Baguio City Government upon the expiration of the land-lease agreement between the BCDA and its designated developer in accordance with the policy and procedures provided by law."

So, BCDA President Casanova, are you truly an ally of CJHDevCo and the city government of Baguio as what you said in your open letter?

  1. I am surprised that he actually did an open letter to state his case. Why didn't he just pick up the phone or set a meeting with the mayor of Baguio.

  4. Im actually curious as to why public government agreements/contracts like this can be breached? Isnt it that since its way "bigger" in scope, it can be easily be addressed or "sued"? I dont know..

  7. I am also surprised upon reading Mr. Casanova's open letter when I compared it with the reply letter of Mayor Domogan and representative Aliping. Who is telling the truth? I would rather believe the Mayor's side.

  8. Cassanova releasing an open letter had put him more harm than good. Now that there is a response from Baguio City, it puts BCDA in a more negative light.
