Laguna Lakeshore Expressway Dike Not a Long-term Solution? #1MNews


President Benigno Aquino III, 5th State of the Nation Address (SONA) said about the Laguna Lakeshore Expressway Dike in Laguna de Bay:

“You may have already heard of our largest PPP project—the Laguna Lakeshore Expressway Dike — for which bidding will open before the end of 2014. This is a project that will yield numerous benefits.

First: flooding in nearby areas will lessen. Today, when water levels of the Laguna Lake reach 12.5 meters, surrounding communities will be flooded. The solution: a dike with a height of more than 15 meters.

Second: the water of Laguna Lake will be cleaner. Third: Less traffic. An expressway will be built on top of the dike, which will extend from Los Baños to Taguig. When the C-6 road that will connect to San Jose Del Monte is completed, we will have another route that will allow us to travel through Metro Manila without passing through EDSA.

With the cooperation of the private sector, the only obligations we have in this project are for the right-of-way; and a portion of the reclaimed land will serve as payment for the highest bidder. Because of this, we will get what we need, while spending less in the process.”


Is it really the answer that we’re hoping for? While the intention is good, it should have been a project prioritized and already implemented since 2013.

Unfortunately, until now, nothing has been started. It was not the first time Aquino announced the ring road-dike project for the Laguna de Bay. The President mentioned this when he was visiting flood victims in Marikina, Quezon City, Valenzuela, and Navotas in 2012. The total priority that would be given for this project must be instant because of the fact that more Filipinos were suffering for their livelihood. They need this to happen for a shorter time to alleviate their dilapidated way of living.

Also, it's not a long-term solution; it will not solve the real flooding problem. Thorough planning of the possible long-term solution should be applied, so as not to repeat the once flooded area. It will be the concern of the present Administration to fully create more solutions for this scenario. It could be hard at first but definitely can give easy access and ways to the people.

Moreover, our country needs a sturdy foundation because of frequent typhoons which caused flooding along the bay. Not only this place, there’s a lot more to build all over the Philippines. Our infrastructure programs must be within the present conditions totally studied, learned and implemented. Creation of groups for this purpose makes the total jobs an easy one.

  1. The intention is good but personally I don't think its a good idea to do so. What will they do with the families that will be displaced?

  3. I believe that the construction of this mega dike is just only one of the solution and it will not become a long term answer in the flooding along the area since this issue is a multi-facet problem. This must go hand in hand with responsible throwing of our garbage.

  5. Lets sure hope that the project will reach its completion before Pnoy steps down. A lot of good projects have come to waste due to change in administration.
